Сборщик или переупаковщик пакета совсем не обязательно "разработчик". Ну и да, у интеля там вообще-то классическая еула:

Т.е. блобики для личного, некоммерческого пользования. Реверсить нельзя, копировать без разрешения нельзя ... в общем, из всех свобод там есть "свобода  копать и свобода не копать!"
