В squid.conf найди TAG cache_effective_user xxxx TAG cache_effective_group xxxx кто у тебя вместо иксов написан. Потом руцями chmod xxxx /usr/local/squid/var/logs/access.log и все необходимые для работы сквида файлы, в том числе и файлы ошибок и папки с кэшем.
